Major Fly Tipping Project Case Study Rail Station North West of England

Key Project Deliverables

This project was awarded to Acorn Waste Management with a complex set of waste management issues that required solutions. These included -

  • Fly tipped waste, uncertainty to actual waste streams.
  • Severe Health and Safety issues.
  • Access issues
  • Trespass issues
  • Japanese Knotweed identified on boundary of site
  • Provide an overall waste management solution that provides the safest and most environmentally friendly method of clearance and disposal.

Project Objectives

Nature of Works : Removal of approximately 3 - 4000 tonnes of waste transfer station fly tipped materials.

The property was a vacant and semi derelict former railway station and goods depot. The working area was unoccupied for the duration of the works.

Because of the nature and volume of the waste, in some instances 4 feet deep, actual waste streams were difficult to determine

A tenant on the site had a rear fire evacuation walkway on the boundary of the site. Access to this was vital at all times so it was paramount it was clear of any obstruction throughout the duration of works.

The site was historically known to suffer from unauthorised trespass by vagrants and drug users.

The public highway at entrance to the site was busy with vehicles parked nearby. Acorn Waste had to continuously liaise with local business and car owners and provide all necessary traffic marshals, banksmen, traffic management works and protective street barriers. If necessary, organise street closures.

Safe walking routes and isolation of personnel from plant & vehicle movements were arranged by Acorn Waste Management.

Acorn Waste had to ensure all operatives on site were inducted, wear personal protective equipment, understand and know the procedures in the event of an emergency.

Acorn Waste had to ensure a clean working environment was maintained, where practicable, at all times throughout the works and provide site welfare facilities.

Site had to be cleared without disturbance of Japanese Knotweed identified outside the border of the site.

Proposed Solutions

With Acorn Waste Management's unique monitoring system and high levels of customer service there were no major delays of service experienced and the site was cleared within 5 days and within budget.

Clearance

Waste was not permitted to accumulate during the works and was removed on a daily basis using covered skips. No storage of debris at any time within the premises was allowed.

The site was left clean and secure at the end of each day.

Following the completion of all works a thorough clean and wash was undertaken to leave all affected areas clean.

Care was taken not to cause any pollution on site, particularly to the adjacent River Medlock or to disturb the Japanese knotweed on the river bank.

Acorn Waste provided all waste transfer notes and other required documentation in the health & safety file at the end of the contract.

Health and Safety

Acorn Waste took responsibility for all aspects of health and safety on the site and the immediate surrounding areas.

All necessary precautions were taken to ensure that the works were carried out in a safe manner in accordance with their obligations under the Health and Safety at Work Act 1974 and any subsequent Regulations and Rules enacted under this Act.

All necessary steps to secure the site or plant, machinery and tools against misuse by unauthorised persons particularly out of working hours were taken.

Fire evacuation procedures were put into place for the existing site/building and all fire escape routes were made clear at all times.

The provision of all necessary safety equipment complied with all relevant Health and Safety Regulations. The correct PPE was worn at all times.

Edge protection was provided to all potential fall areas, near river in accordance with Health and Safety Executive requirements.
